This publication is prepared based on the guideline on Urban SGIs started intervention in urban areas since 2000. The prepared document contained the overview of urban governance in Kerala, UDeliverable issued by PRIA - to update the current status of municipal governance in Kerala. SAHAYI in its intervention on strengthening Lrban State Profile, Characteristic and Peculiarities of Kerala Muncipality Act, 1994, structure and composition of municipalities, Ward Sabha and Ward Committee, Different Institutions related to Municipalities and Corporations, State Election Commission, State Finance Commission, Municipal Finance, Schemes under Nagarapalika Institutions, NGOs and citizen participation in Urban governance. This document can be used as a Resource book of information related to urban governance in Kerala.

 This document is prepared based on the study conducted by Sahayi on the service delivery from Local Self Governing institutions. The study was conducted in 32 Panchayaths in five districts of Kollam, Pathananthitta, Alappuzha, Kannur, Kasargod and in the four municipalities of Kollam and Kasargod in 2005. This study explored the definite link between the status of services and its linkage with the local Self-governance institutions. This is in the form of a case study, which required in-depth analysis. The study basically focused in collecting the response and in checking the level of awareness of the public, Chairperson & Secretaries of PRIs, Health officers and Agriculture officers regarding the available certificates to be issued, citizen’s charter, and the services from the concerned departments. The study was commissioned with the aim to see how successful these Local Self Governing institutions were in delivering the services in accomplishing the delegation of power and responsibilities. The study had come up with recommendation to conduct constant awareness generation programme, sensitization programme, seminars..etc. to the public, Elected Representatives and the concerned functionaries of the department transferred to LSG.

The compendium on Panchayath Raj was published by SAHAYI with the support of PRIA and FORD Foundation, New Delhi in 2005. The publication contained information regarding the three tire Panchayat System in Kerala, role and responsibilities of Panchayat Raj Institutions, decentralized planning in PRIs, Powers and responsibilities of Government, State Election Commission, State finance commission, Ombudsman in Local Self Governance, Anti defection Act in local Self Governance, Tribunal for local self Governance Institutions and other laws related to LSG. Adv. MP Varkey, former Dy. Director of Panchayaths (currently working SAHAYI) did the compilation work. G. Placid, Director, SAHAYI and Ajith Venniyoor, Secretary, Gandhi peace foundation jointly did the editing and lay out designing of the publication. SAHAYI claimed this publication as the first ever from of this kind with detailed information related to Panchayat Raj in Kerala.
